    FORMALIZING INFORMALITY: THE PRAEDIAL REGISTRATION SYSTEM IN PERU

    The Praedial Property Registration system has been presented as an alternative system to traditional registries for the formalization of immovable property. Much of the earlier design and pilot work for the Praedial Property Registration system was done by the Peruvian private organization, Instituto Libertad y Democracia (ILD). They claim that in Peru they "have formalized over 150,000 properties much more quickly, and at dramatically less costs, than traditional titling and registration programs" in three-and-a-half years during the early 1990s. This property formalization system has been trademarked as PROFORM. It is being offered to other countries as a quick and inexpensive way to convert informal property in the hands of a large proportion of the population into legally recognized private property, and as a source of capital for the grassroots development of these countries. This study assesses the functioning of this system in Peru and its replicability in other countries. There is no easily accessible documentation on how this property formalization program has actually functioned in Peru, and it is therefore difficult for development agencies to determine its applicability elsewhere. This assessment of the Registro Predial in Peru is an attempt to document the functioning of an important component of this formalization program. The study examines different aspects of property formalization and related institutions and processes. The scope of this assessment, therefore, includes not only the Registro Predial registration system, but also the titling process (prior to registration) and the credit worthiness and credit opportunities for titled and registered property in both urban and rural areas in Lima that fall under the jurisdiction of the Registro Predial.     Realtime monitoring for the next generation of radiotelescopes

    The forthcoming generation of radiotelescopes pose new and substantial challenges in terms of system monitoring. Information regarding environmental conditions, signal connectivity and level, processor utilisation, memory use, network traffic and even power consumption needs to be collected, displayed in realtime, and preserved in a permanent database. In this paper, we put forward the Ganglia monitoring system as a scalable, robust and efficient architecture that appears well-suited to the data collection aspect of radiotelescope monitoring, and we discuss approaches to the visual display of the streaming metric data produced by Ganglia. In particular, we present initial work in the use of 3-dimensional (3-d) multiplayer game technology for instantaneous status monitoring and enquiry, and we describe the extensions to this work required for radiotelescope monitoring.Comment: Submitted to Workshop on Applications of Radio Science (WARS 2008), accepte

    Security of Tenure and Land Registration in Africa: Literature Review and Synthesis

    In 1984, the Land Tenure Center embarked on a project to evaluate the experiences with land registration and tenure reform in Africa. The goal was to determine is African states been able to use tenure reform and land registration to provide greater security of tenure than was available through customary tenure systems. Donor agencies focused attention on the creation of individual freehold title, emphasizing the heightened security of holding, marketability, and access to credit under such tenure. National governments, on the other hand, were more concerned to see that land was used productively rather than merely accumulated for purposes of prestige or inheritance or as a hedge against inflation, and for this reason have tended to favor granting more circumscribed rights, such as leaseholds or rights of occupancy. This literature review and synthesis was prepared as part of an effort to increase very substantially our knowledge, especially on a quantitative level, of tenure and development relationships in Africa. The literature review is an attempt to gather in one place data about the diverse efforts at land registration and to describe briefly for each country the various registration programs that have taken place (if any), why they were undertaken, and what subsequent studies of these programs have found. Among other things, it will be seen that the intended benefits, and beneficiaries, of land registration have changed over the century or so since the first systems were put in place. In addition to these variations over time, there are also differences among Anglophone, Francophone, and Lusophone countries, differences that not only influenced the structure of registration systems established during the colonial era, but also continue to inform the kinds of registration systems adopted today.Land Economics/Use,

    Harnessing the NEON data revolution to advance open environmental science with a diverse and data-capable community

    It is a critical time to reflect on the National Ecological Observatory Network (NEON) science to date as well as envision what research can be done right now with NEON (and other) data and what training is needed to enable a diverse user community. NEON became fully operational in May 2019 and has pivoted from planning and construction to operation and maintenance. In this overview, the history of and foundational thinking around NEON are discussed. A framework of open science is described with a discussion of how NEON can be situated as part of a larger data constellation—across existing networks and different suites of ecological measurements and sensors. Next, a synthesis of early NEON science, based on \u3e100 existing publications, funded proposal efforts, and emergent science at the very first NEON Science Summit (hosted by Earth Lab at the University of Colorado Boulder in October 2019) is provided. Key questions that the ecology community will address with NEON data in the next 10 yr are outlined, from understanding drivers of biodiversity across spatial and temporal scales to defining complex feedback mechanisms in human–environmental systems. Last, the essential elements needed to engage and support a diverse and inclusive NEON user community are highlighted: training resources and tools that are openly available, funding for broad community engagement initiatives, and a mechanism to share and advertise those opportunities. NEON users require both the skills to work with NEON data and the ecological or environmental science domain knowledge to understand and interpret them.
